- Despite Canadian consumption, U.S. tobacco production is in a
- long-term decline. In 1982 dollars, tobacco manufacturing dropped
- from $9,561 million in 1980 to $3,080 million in 1989. Per
- capita consumption dropped from 7.9 lb/yr to 5.7 lb/yr over the
- same period.

- U.S. smoking rates have declined rapidly, too. In 1979, 43% of
- 18-25 year olds, and 37% of those over 25, smoked. By 1991, this
