  27. I suppose my memory could be wrong; if so I apologize.  In any
  28. case, it was reprehensible on the face of it to EVER raid ANY portion
  29. of this fund, and goes to show that specific-purpose taxes are
  30. vulnerable and you have no guarantee they're used as authorized.
