  29. Some or all of these are taxed by various states at varying amounts.
  30. These amounts (as well as the sales tax on all purchases) are set by
  31. the legislature, thus indirectly by the general population, or in some
  32. cases (such as MA and CA), directly by the general population.

  34. Not every member of the legislature smokes, drinks, or owns a tractor
  35. or stocks.  Many of them have no taxable income.  They still all vote
  36. on the tax rates, and are elected by a constituency that similarly may
  37. or may not consume the item being taxed.

  39. As a practical matter, asking consumers of any product to set the tax
  40. rate on it is ludicrous, there would be no taxes collected!  For
  41. example, I would vote to eliminate taxes and registration fees on
  42. motorcycles, and exempt computer engineers from income taxes!
