  20. The following is based on information conveyed by phone to
  21. TAPOL by an East Timorese contact in Indonesia on 7 January
  22. 1993:

  26. Creating a 50:50 society
  27. The level of fear, uncertainty and anxiety among the East
  28. Timorese is now at a very high pitch.
  29.  
  30. The objective of the forces of occupation is to create a
  31. "50:50 Society". This means that 50 per cent of the population
  32. are nationalists (ie. anti-integration) while the other 50 per
  33. cent must consist of people pledged to spy on the others. The
  34. sweeping efforts to force people to take oaths of allegiance,
  35. often now according to traditional ritual, meaning that non-
  36. compliance will be fatal, is intending to have a very large
  37. number of people under threat of death to spy on their
  38. compatriots. People who are forced to take oaths of allegiance
  39. are then released and subjected to close supervision to serve
  40. the purposes of the intelligence.

  42. Destroying the Church's links with the people
  43. Another intel move to destabilise society is to persuade
  44. formal and informal leaders to destroy the close ties between
  45. the people and the Catholic Church. People are being urged to
  46. turn against the Church.

  48. Hunting down guerrillas
  49. Since 18 December 1992, hundreds of East Timorese in Baucau
  50. have been forced to go into the bush to hunt down guerrillas.
  51. This operation is still under way. There is no news of any
  52. guerrillas having been 'delivered' to the army.

  54. Renewed armed activities
  55. The armed resistance wishes is to be known that, since the
  56. arrest of Xanana Gusmao on 20 November 1992, they have been
  57. intensifying their level of military activity against the
  58. Indonesian army.

  60. Armed contact with the army took place on 9 December in
  61. Fatubessi and Fatulia, located east of Ermera in the central
  62. sector. Two Indonesian soldiers were killed. On 18-19 December
  63. 1992, during an operation by the guerrillas, three trucks of
  64. Indonesian troops were attacked (blown up?), resulting in 60
  65. Indonesian soldiers being killed.

  67. Inevitably, say the guerrillas, an intensification of armed
  68. contact has repercussions on the local population, as the army
  69. takes reprisals against them. The guerrilla movement is keen
  70. to show that the arrest of Xanana has not led to decline in
  71. their activity. On the contrary, their intentions is to
  72. increase the pressure on the 
  73. army.

  75. [There are several reports of armed contact with significant
  76. losses on the Indonesian side. There are discrepancies between
  77. the casualty figures, making it difficult to verify what
  78. precisely happened. This is in part a consequence of the
  79. extreme isolation of East Timor and the impossibility of
  80. obtaining independent confirmation. Our source gave no
  81. information about casualties on the side of the guerrillas.]

  83. Many high-level officials 'involved'
  84. Many top-level East Timorese officials are regarded by the
  85. army as having been involved in looking after and supporting
  86. Xanana Gusmao during the period he was in hiding (in terms of
  87. helping him directly with hideouts, supplying his needs, etc).
  88. They include six district chiefs (bupati), several heads of
  89. bureaus and some businessmen. As of yet, not all these people
  90. have been arrested as it is feared (by the army) that this
  91. could cause public unrest and unease.
