  32.  The Peruvian police has confirmed the arrest of Shining Path 
  33. national coordinator, Herman Cipian Tavarra(?), over the weekend. 
  34. Since then, police sources added, some 100 Shining Path members 
  35. have surrendered to authorities, probably seeking government 
  36. amnesty. (R. Havana 9/17)

  44. The capture in Peru of the Shining Path top leadership is being 
  45. portrayed as an important blow to the violence that has rocked this 
  46. Andean nation for many years. 
  47.  
  48. Shining Path has, in fact, unleashed an indiscriminate terror 
  49. campaign, even targeting progressive community organizers who the 
  50. guerrillas feared would reduce their influence among the masses. 
  51.  
  52. Peruvian President Alberto Fujimori is patting himself on the back 
  53. and announcing to the nation that he has complied with one of his 
  54. declared objectives, to seriously fight terrorism. Little is said, 
  55. however, of the state terror that gave rise to an aberration like 
  56. Shining Path, of the Peruvian armed forces that have one of the 
  57. worst human rights records in Latin America, of the massacres 
  58. against the civilian population, the torture and disappearances 
  59. sponsored by the military.

  61. Nor is anyone referring to violence in its broadest definition, the 
  62. violence of hunger, which murders 70,000 Peruvian children each 
  63. year. The violence of a practically nonexistent health and 
  64. sanitation structure that has produced 500,000 cases of 
  65. tuberculosis and more than 300,000 cases of cholera. The violence 
  66. of extreme poverty, imposed on the vast majority by a tiny elite 
  67. which is buttressed by the trans-national nobility.

  69. Shining Path has been operating since 1980 and must surely have an 
  70. entrenched clandestine structure. But even if this particular 
  71. guerrilla organization were to disintegrate, the vacuum would be 
  72. occupied by other rebels, who believe that armed struggle is the 
  73. only recourse.

  75. Violence is still very much alive in Peru, and violence breeds
