- It does not need to be stated explicitly. The owner of a work always
- has the right to use it as they see fit, unless they explicitly assign
- such rights to another party. Since using the GPL does not transfer
- ownership, and the FSF publishing a later version of the GPL does not
- in any way affect the version attached to a specific program, your
- argument is fruitless.
