Mark, look into the SunRize AD1012 (4 track mono 12 bit) and AD516 (8 track stereo 16 bit) digital audio cards.  They both have built-in SMPTE time code readers for synchronization.  For MIDI, look into Bars & Pipes Professional from Blue Ribbon Soundworks.  The SunRize cards come with software for digitizing, editing and synchronizing.  The SunRize software and BPP will multitask together, and BPP will synchronize to the time code reader in either SunRize board.  AD1012 is around 5 or 6 hundred bucks, AD5
