  41. VMS systems are designed so that an installation will always work,
  42. since the parameters in the installatin kit will work on any VMS
  43. system (like a VAX 11/780 with 4MB memory, last I looked).

  45. An upgrade, however, is not an installation, and for the first phase
  46. it uses parameters found in your running system.  If these are not
  47. sufficient, then that part of the upgrade shall fail.  In this case,
  48. your standard parameters were insufficient.
