- As you say E3 is the test verion of EPM (actually EPM evolved from E3).
- As far as I know it is is IBM Internal Use Only. I used it while at IBM
- exclusively. It is very fast, and powerful. It is used almost exculsively
- by developers at IBM. I don't know why IBM didn't release it with EPM
- which was also Internal Use Only.
