  12. Is it a bug that the POSIX open() on an NTFS will not allow long filenames
  13. even the the underlying system supports it?  Does anyone know if POSIX
  14. specifies system V 14 character or BSD long filenames?  (In the case of
  15. NT, even a nine character filename is rejected.)
