  10. This is to notify of the availability of a windows 3.1 DLL which
  11. provides routines for calculating Julian Time, solar position,
  12. direct insolation, plus a few other goodies.
  13.  
  14. The library is designed to be used with MS Excel 4.0, though can
  15. also be used with other software designed to link with DLL's, 
  16. including of course, code written with C or Pascal.
