  14. DZ|all the issues.  I imagine about 5% of the population would actively    
  15. DZ|participate, which is certainly higher than at present!

  17. Actually, this is not the best of idea's....  Too many people
  18. will be swayed by emotions-of-the-moment.  Part of the reason for
  19. a bicameral legislature is that there is time for reflection and
  20. compromise.
