  29. Actually, to my knowledge (the Mother of all Disclaimers), the PUC
  30. could *not* order this, nor make it stand.  The FCC could, but state
  31. PUCs have no jurisdiction over interstate telecommunications, and the
  32. FCC tends to take a dim view of state PUCs attempting to claim
  33. jurisdiction over interstate matters.  The FCC, as far as I know, is
  34. considering this issue even as we speak.
