- I'm running NDOS, and the ISO 8859-1 patch written by Kosta Kostis

- Both of these were added to an already installed waffle 1.65, and
- to make things more complicated, until about 6 weeks ago,
- I never had any reason to mail anyone using a % in their address,
- so I don't know if it ever worked anyway.

- as sooner or later my users are going to run into the same problem and
