  11.    Valdis Kletnieks would have you believe that the maximum
  12. number of users allowed on relay was "conveniently" chosen as
  13. 211.  Don't believe it for a moment!  211 is a prime number,
  14. and the _only_ prime number that is exactly 12 greater than
  15. the next lower prime number, _and_ 12 less than the next higher
  16. prime number.
