- I'm posting these questions to both the Africa-L and Biosphere-L
- lists so as to get a slightly wider audience for an issue that
- might be of interest to both groups.

- My questions/topics for discussion concern the wreck of the
- tanker Braer off the Shetland Islands and its Liberian
- registration.
- 1. It seems ludicrous that Liberia would continue to
- register shipping because at the moment it has no functioning
- government. Has there been any move to strip Liberia of the
- power to register shipping and/or more carefully inspect Liberian
- registered ships when they dock in other countries?
- 2. Who is getting the money? This, as usual, is the big
- question. Presumably ship owners are still paying for the
- privilege of Liberian registration, and where is the money going?
- One of my housemates, another Africanist political scientist, and
- I guessed that a good part of it is lining the pockets of the
- Nigerians but we have no evidence to base that on.
