  12. I'm posting these questions to both the Africa-L and Biosphere-L
  13. lists so as to get a slightly wider audience for an issue that
  14. might be of interest to both groups.

  16. My questions/topics for discussion concern the wreck of the
  17. tanker Braer off the Shetland Islands and its Liberian
  18. registration.
  19.      1. It seems ludicrous that Liberia would continue to
  20. register shipping because at the moment it has no functioning
  21. government.  Has there been any move to strip Liberia of the
  22. power to register shipping and/or more carefully inspect Liberian
  23. registered ships when they dock in other countries?
  24.      2. Who is getting the money? This, as usual, is the big
  25. question.  Presumably ship owners are still paying for the
  26. privilege of Liberian registration, and where is the money going?
  27. One of my housemates, another Africanist political scientist, and
  28. I guessed that a good part of it is lining the pockets of the
  29. Nigerians but we have no evidence to base that on.
