  11. This is to notify the availability of a DLL for windows 3.1
  12. which provides routines for calculating julian time, solar position,
  13. clear sky insolation and a few other goodies.

  15. The library is designed to link with the Microsoft Excel 4.0
  16. spreadsheet, though as with any other DLL, it can be called
  17. from other programs (that support DLL's) or from C or Pascal.
