  20. IMO, if this were really allowed and those with the ability to finance
  21. a new enterprise thought that the next set of politicians wouldn't
  22. simply change their mind and leave them high and bankrupt, new private
  23. schools would appear to compete with the ones that are non-parochial
  24. that were participating.
