- Hardly. So what if 'quotas are illegal'? Exactly how does one decide that
- a company has established a quota, and therefore should be prosecuted?
- Because they have a published policy that establishes a quota?

- Well, pretty clearly no company is going to publish a hiring quota. They
- are still going to hire against quotas, however, because if they don't
- they'll get sued for not having a 'representative workforce'.
