  38. Hardly. So what if 'quotas are illegal'? Exactly how does one decide that
  39. a company has established a quota, and therefore should be prosecuted?
  40. Because they have a published policy that establishes a quota?

  42. Well, pretty clearly no company is going to publish a hiring quota. They
  43. are still going to hire against quotas, however, because if they don't
  44. they'll get sued for not having a 'representative workforce'.
