  53. The Congress finally managed last year to pass the Civil Rights Bill over 
  54. the very strong objections of Bush and a lot of republicans and 
  55. conservatives.  This bill contains a clause that outlaws quotas.  QED
  56. Quotas are illegal.  End Of Arguement.
  57. What is a quaota?  Apply the duck test. If it looks like a quota, qaucks 
  58. like a quota, and walks like a quota, it is a quota.  And illegal.
