  25. In other words, he might be willing to negotiate if Israel totally
  26. capitulated in advance.

  28. The purpose of negotiations is to bridge differences and reach an
  29. agreement both sides can live with.  That's impossible to do if one
  30. side insists on total capitulation in advance.
