  19. The International Secretariat of OMCT/SOS-Torture calls upon you to
  20. intervene on behalf of the following situation in Burma/Myanmar.
  21. Brief description of the situation:
  22. Antenna International, a member of the network of SOS-Torture, and
  23. various other organisations have expressed their concern about the
  24. human rights situation in Burma/Myanmar and have brought the
  25. following incident to our attention.
  26. On 16 October 1992, in the village of Hi Hpark, in the Loilem
  27. District of Mong Nai, SLORC soldiers from the 66th Battalion, threw a
  28. bomb into a crowd of people watching a film show and then opened fire
  29. on the crowd.
  30. All the villagers had been ordered to attend the film show which was
  31. sponsored by the military.  About half an hour into the film, two
  32. soldiers came to the door and threw a bomb into the crowd after which
  33. they proceeded to fire into the crowd with automatic guns.  During
  34. the incident, some 17 men, women and children were killed.
  35. Following the incident, the villagers who wanted to bury their dead
  36. were prevented from doing so, and the bodies were sent to Moung Nai
  37. hospital to be examined by doctors.  The two soldiers subsequently
  38. deserted the scene of the shooting.
  39. This incident is by no means isolated and gives rise to serious fears
  40. surrounding the human rights situation in Burma/Myanmar.  Indeed,
  41. throughout this past year there have been a number of reported
  42. incidents of human rights violations carried out by SLORC military
  43. agents, including the wholesale destruction of villages and the
  44. forced relocation of the population, arbitrary detention, torture,
  45. killings, rapes and beatings.
  46. Action requested:
  47. Please write to the authorities in Burma/Myanmar to demand that they
  48. open a thorough and impartial inquiry into the above incident in
  49. order to identify those responsible and punish them in accordance
  50. with the law. Insist that they guarantee the physical and
  51. psychological integrity of the survivors at all times. Urge them to
  52. put an end to gross human rights violations, including the use of
  53. torture, rape, beatings, destruction of villages and forced
  54. relocation of the population, and demand that they ensure the respect
  55. for human rights and fundamental freedoms in the country at all
  56. times.
