  18. TAIPEI -- An election official was arrested in eastern Taiwan Friday for
  19. allegedly stuffing a batch of extra ballots in a ballot box during last
  20. month's legislative elections, a prosecutor said.

  22. Prosecutor Hung Cheng-ho said he ordered the detention of Peng Te-fu who had
  23. monitored a polling station where 101 extra ballots were found during a vote
  24. recount following the Dec. 19 elections.

  26. Prosecutors have found that the number of ballots exceeded the number of
  27. voters by 738 in 12 of the 54 polling stations in Hualien, 180 kilometers
  28. southeast of Taipei, where election results were questioned.

  30. Hung said an unidentified witness accused Peng of inserting the extra ballots,
  31. but he denied the accusation.

  33. The vote recount was demanded by Huang Hsin-chieh, former chairman of the
  34. opposition Democratic Progressive Party, who lost by 62 votes to Nationalist
  35. candidate Wei Mu-tsun, Hualien's mayor.

  37. Huang's aides have accused Wei of collaborating with city and village
  38. officials monitoring the vote to help him win. But Wei denied the charges.

  40. Interior Minister Wu Poh-hsiung and Hualien Magistrate Wu Kuo-tung have
  41. offered to resign to take responsibility for the voting irregularities, but
  42. their resignations were later rejected by Premier Hau Pei-tsun.

  45. vote-rigging was found to determine if Wei or Huang wins.
