- There is interest in Russia to move to Finland, but the Finnish
- immigration policy is very restrictive. Comparably to Germany, only
- ethnic Finns are allowed to immigrate freely. A couple of thousand of
- Russia's Finns arrive yearly.
- The media have feared an uncontrolled flow of Russian refugees and
- mafia. Several thousand Russians have applied for a political asylum,
- but they are usually turned down. The liberal passport law in Russia
- enforced this January is expected to increase the number of the
