  17.   There is interest in Russia to move to Finland, but the Finnish
  18. immigration policy is very restrictive. Comparably to Germany, only
  19. ethnic Finns are allowed to immigrate freely. A couple of thousand of
  20. Russia's Finns arrive yearly.
  21.   The media have feared an uncontrolled flow of Russian refugees and
  22. mafia. Several thousand Russians have applied for a political asylum,
  23. but they are usually turned down. The liberal passport law in Russia
  24. enforced this January is expected to increase the number of the
  25. illegal immigrants.
