  10. The following is an excerpt from the Jewish War Veterans of the USA
  11. Adopted Resolutions at their 97th National Convention on Aug. 16-23,
  12. 1992 at the Stouffer Harborplace Hotel in Baltimore, MD.

  17. Media reports continue to indicate a concerted effort is being mounted by
  18. activists in certain groups to force the Department of Defense (DoD) to
  19. eliminate regulations which preclude military service to declared
  20. homosexual men and women.
  21.  
  22. Beyond the insidious effect which the effort has upon the morale of men
  23. and women who serve in our nation's armed forces, it has been confirmed
  24. that 42% of soldiers testing HIV-positive had homosexual sex, in direct
  25. violation of the policy of U.S. armed forces.
  26.  
  27. The cost of caring for each HIV-positive military person, verified by DoD
  28. records, was $200,000.  It was further stated that in the last ten years
  29. DoD has expended $3 billion dollars on AIDS infected military personnel.

  31. In light of the diminution of the DoD budget, it is imperative that the
  32. DoD enforce regulations which forbid homosexual acts amongst U.S. military
  33. personnel.

  35. Jewish War Veterans of the USA urges our membership to communicate this
  36. urgent message to the appropriate governmental authorities.

  46. The following is in response to your letter of Dec 22 1992.
  47. All members of JWV are encouraged to speak out at all post, department and
  48. national convention.
  49. JWV is a democratic organization.  All resolutions and policy are decided
  50. by majority vote.

  54. *Below are excerpts from National Commander Warren S. Dolny's response to
  55. Rabbi Schindler:* (concerning homosexuality in the military)
  56.  
  57. Although many Jewish organizations support your position, being Jewish
  58. does not require conformity to the ideals of one particular group.  I
  59. doubt that you would find such conformity on this position from every
  60. Jewish organization.  I can probably say with some certainty that the
  61. Orthodox Jewish organizations, who for the most part, do not consider
  62. groups such as the one you represent as being part of the Jewish world,
  63. would join with JWV in opposing homosexual participation in the
  64. military....
  65. The National Resolutions Committee was overwhelmingly in support of this
  66. position, and the resolution passed on the convention floor by a wide
  67. margin.  As JWV is a democratic organization, in which our members
  68. determine its direction, the majority position was enacted as official
  69. policy...
  70. The beauty of the American Jewish community is our ability to disagree,
  71. yet remain a strong, united presence against those who wish to defeat us. 
  72. Conflicts within our community must be expected, and should not be seen as
  73. signs of failure of moral courage or societal decay.

  76. The following is my response to this excerpt:

  78. Dear Colonel Rosenbleeth:
  79.  
  80.      Your form response, which completely ignored my letters,
  81. relies on the assumption that ignorant mob rule supports sound
  82. decision-making.  The democracy you speak of allows people to
  83. make decisions based on lies and propaganda.  Would you support
  84. prayer in school if the majority of people in this country
  85. supported it?  And have you forgotten that Hitler was elected and
  86. his policies supported by the ■overwhelming■ majority?  As I have
  87. pointed out repeatedly, the majority of JWV members support a
  88. destructive policy based on hateful lies and bigoted
  89. misinformation.  No compromise can exist for such a position,
  90. unless you suggest that gays and lesbians should accept the same
  91. standard of living that Jews had in Germany during the beginning
  92. of the Nazi era.

  94.      You speak of a ■disagreement■ as if talking about seating
  95. arrangements at a dinner party, rather than intentionally
  96. destroying the lives of thousands of people simply because you
  97. feel uncomfortable with the reality of their existence.  The time
  98. has come for you to tell your members the truth about gays in the
  99. military, apologizing for your lies and bigotry.  That a Jewish
  100. organization would use precisely the same tactics against another
  101. oppressed people as those used against the Jewish people appalls
  102. me.

  104.      I again look forward to your prompt, reasoned, response.  I
  105. will be home this Monday and Tuesday and would certainly enjoy
  106. having the opportunity to talk with you and Albert Schlosseerg.

  109. The following is my first response to the JWV resolution:

  111. Dear Colonel Rosenbleeth:
  112.  
  113.      In a world where the Ku Klux Klan and an African-American
  114. church openly share their bigotry of gays and lesbians, the
  115. resolution adopted at the Jewish War Veteran's 97th National
  116. Convention should not surprise me.  Its blatant ignorance and
  117. pure bigotry should not make me sick to my stomach, for the lies
  118. and deceits you regurgitate have existed for centuries.  I will
  119. do my best to respond to the hateful speech which your
  120. organization signed its name to and which compares favorably to
  121. Mein Kampf in its maliciousness.

  127.      I am curious what "insidious effect" you refer to.  The
  128. ignorance of heterosexual personnel?  Or perhaps the fear that
  129. you will have to teach them the truth.  There is certainly no
  130. evidence to support this statement, and plenty to dispute it.

  132.      "... it has been confirmed that 42% of soldiers testing HIV-
  133. positive had homosexual sex, in direct violation of the policy of
  134. U.S. armed forces."
  135.  
  136.      A number of questions arise from your data.  Over what
  137. period of time?  What is the sample based on?  How was the
  138. percentage derived (i.e., by what means was the data collected)? 
  139. There is also the relevance of this question to the issue of gays
  140. and lesbians serving in the military.  What has HIV/AIDS got to
  141. do with excepting the existence of gays and lesbians in the
  142. military?  Gay men did not cause AIDS.  They do not account for
  143. the majority of cases; worldwide, AIDS is most definitely a
  144. heterosexual virus.  More importantly, reported AIDS cases
  145. amongst gays is down, while going up for heterosexuals.  Of
  146. course, this statement ignores lesbians, who are amongst the
  147. lowest-risk group in the country.  It also makes the irrational
  148. assumptions that being gay means having unsafe sex and HIV, while
  149. being heterosexual means not having HIV; while your own data
  150. states that the majority of those with HIV are heterosexual, it
  151. ignores the fact that the vast majority of heterosexuals
  152. consistently practice unsafe sex.  That the UCMJ forbids
  153. homosexual sex between consenting adults is an anachronism that
  154. must be changed as well.

  161.      An interesting statement.  Again, however, I fail to see its
  162. relevance in forbidding qualified personnel from joining the
  163. military.  The risk of AIDS amongst the lesbian community is
  164. qualitatively non-existent, while the risk of AIDS amongst gay
  165. men is going down.  Or perhaps would you suggest that those with
  166. a family history of heart disease and cancer should be barred
  167. from military service?  These diseases cost more than $200,000
  168. per individual to treat.  Given the skyrocketing cost of giving
  169. birth (delivering and caring for a premature baby can cost as
  170. much as $500,000), perhaps we should bar married couples from
  171. military service as well.  Never mind the cities and major
  172. companies (Lotus) which have provided domestic partner benefits
  173. for their gay and lesbian employees with little or not increase
  174. in their insurance risk.  And how can a people motivated by
  175. compassion for others suggests that we would be better off if
  176. people with AIDS were disposed of more quickly and efficiently. 
  177. Perhaps the Jewish War Veterans would like to bring back the
  178. showers?

  184.      Once again, your first statement fails to connect to your
  185. conclusion.  Why not have the DoD educate military personnel
  186. about safe sex?  Indeed, in light of the need for qualified
  187. individuals, perhaps the DoD should stop spending at least $30
  188. million a year trying to fight a war that does not exist.

  190.      "Jewish War Veterans of the USA urges our membership to
  191. communicate this urgent message to the appropriate governmental
  192. authorities."

  194.      You can be assured that my mother, and her friends who are
  195. members of JWV, will speak out loudly concerning your attempt to
  196. malign those gays and lesbians who proudly serve in the United
  197. States Military.  That you have ignored the facts and distorted
  198. the truth is an insult to the Jewish people, as we have suffered
  199. by those that would lie about us.  Long before Hitler, Jews were
  200. accused of killing children to bake matzoh, of being miserly, and
  201. feared because no one knew who was Jewish.  You now use the same
  202. type of lies and fear to maintain the hatred and discrimination
  203. of another oppressed people.  That such an action would come from
  204. a Jewish organization is contemptible.
