  17. There's cheap and there's cheap.  The satellites being developed for
  18. Pegasus etc. are *relatively* cheap because they're small... but they
  19. still (usually) cost millions each, and they're typically built to the
  20. same gold-plated zero-failures ten-year-life specs.  Drop prices by
  21. two orders of magnitude (not out of the question for DC-1) and many
  22. things would have to change.
