- It wasn't actually the Government's idea. Since I believe the
- mid-eighties, the BBC had been lobbying the Government to be allowed to
- run a World Service TV station. However, the Government wouldn't
- provide the funding for such a service. The only option left to the BBC
- if they wanted to run it was to bring in commercial partners. WSTV is
- now an independent profit-centre under the World Service.

- WSTV's success has unfortunately brought a few problems for the BBC.
- There have been rumblings that the model it uses could be used in other
- areas. World Service Radio perhaps with the transmitters all run by
- local organisations who pay the BBC a fee for the programming and
- insert their own commercials?
