- KGAY does not broadcast directly over the air, though they do have a
- affiliate station in Colorado Springs that rebroadcasts the KGAY signal
- 24 hours a day. I don't know if KGAY is actually licensed, though. The
- station manager did mention that they had extensive conversations with
- the FCC to ensure there was a clear understanding of various rules so
- they would not create problems for affiliate stations rebroadcasting their
- signal. Otherwise, I doubt the FCC can tell them what to call themselves
- since KGAY is simple a private audio service via satellite.

- Perhaps the carrier current transmission method is still a licensed radio
- broadcast since it uses traditional AM bands and emits a signal over the
- air, albeit one that doesn't travel very far. Hence, it was subject to
- restrictions on use of call letters.
