Sarajevo is not in Yugoslavia. Bosnia is not under any sanctions.

That would be utterly ridiculous. If it had been organized by FIDE, they
would have said that it was legal because it was organized by FIDE, whose
member France is.

Right as far as I know (although some restrictions might exist). But this was
clearly not a private affair.
Note that nobody condemns Fischer for playing skittles with Gligoric in
Belgrade - which WAS pretty much a private affair (no money, no contracts, no
press acreditations...)
