  14.         Just for fun, let's suppose I were a Cat 3 racer and
  15. president of the largest bike club in New England, and suppose
  16. I thought that the upgrade policy change made it far too
  17. difficult for people to upgrade from 3 to 2, and suppose
  18. I wanted to tell the person who thought this scheme up that
  19. he/she had puss between their ears, who would I address the
  20. letter to?
