  33. Data changed uniform colors when he left his position as head of one
  34. department for the position of First Officer, where he is over all
  35. departments.
  36. Troi is a Lt. Commander, and outranks everyone aboard except for Picard,
  37. Riker, Crusher, and Data. She has more time in grade than LaForge, although
  38. as Chief Engineer he holds more clout than she does; her rank was established
  39. as Lt.Cdr. in "Encounter at Farpoint" while Geordie wasn't promoted until
  40. the beginning of the second season (or was it the third?).
  41. As it stands, Troi and Crusher are outside the normal chain of command,
  42. but their ranks are real, and their orders carry the same weight as if
  43. they were issued by line officers (witness Troi's orders in "Disaster").
  44. Data is the ship's Second Officer, which puts him third in the chain
  45. of command, behind Picard and Riker.
