StarFleet didn't send their best ships to Wolf 359... they sent their best
ships, their worst ships, cargo carriers... basically anything that could get
to Wolf 359 before the Borg. Many of Starfleet's ships couldn't (Obviously,
since we see some Excelsior-class ships in later episodes. I doubt Starfleet
is still building new ships to such an old design, so they must have been
80 year old ships that missed that battle.)
