  16. I have been a sometimes reader of rec.arts.sf.* (and before of
  17. rec.arts.sf-lovers).  For 1993 I am one of the Hugo Awards
  18. Administrators.  The nominating ballot just went to press.  I attach
  19. a copy in this posting that you will probably get before the PR even
  20. if you are a member of ConFrancisco.  I also plan to do the same with
  21. the final ballot.  The results I will post after the con (or after the
  22. ceremony if someone provides me terminal and modem at the con).

  27. sf readers.  It is extremely well known amongst the sf community.

  85.  You may nominate for the Hugo and Campbell Awards if you either:
  86.  a) were an attending or supporting member of MagiCon (the 1992 World
  87.  Science Fiction Convention) or b) become an attending or supporting
  88.  member of ConFrancisco (the 1993 World Science Fiction Convention)

  115.  *   How to Nominate                        
  116.  You may nominate up to five persons or works in each category.
  117.  However, you are permitted (and even encouraged) to make fewer
  118.  nominations or none at all if you are not familiar with the works
  119.  that fall into that category. The nominations are equally weighted:
  120.  the order in which you list them has no effect on the outcome. 
  121.  
  122.  Don't bother to nominate "No Award" (unless that's the title of a
  123.  story or magazine you want to vote for). "No Award" will appear
  124.  automatically in every category on the final ballot. 
  125.  
  126.  Please include source information whenever possible. This is not
  127.  mandatory, but makes it easier for us to identify the work you intend
  128.  to nominate. For the fiction categories, NonFiction Book, and
  129.  Original Artwork, space has been provided for this. In the continuing
  130.  categories (Professional Editor and after) there's less room, but if
  131.  your nominee is not well known we'd appreciate your writing in a source
  132.  where his or her 1992 work in that category may be found.

  134.  Please type or print clearly. We cannot be responsible for what you
  135.  may inadvertently nominate if your writing is not clear.

  137.  The five top vote getters in each category (more in case of ties,
  138.  fewer if not many nominations are cast in that category) will appear
  139.  on the final Hugo Awards ballot, which will be distributed with
  140.  ConFrancisco Progress Report  #6 (scheduled for publication in
  141.  May, 1993). Only members of ConFrancisco (including those who join
  142.  after January 31, 1993) will be eligible to vote on the final ballot.

  144.  *   Eligibility
  145.  Works published in 1992 are eligible for the 1993 Hugo Awards.
  146.  Books are considered to have been published on the "publication date"
  147.  which usually appears with the copyright information on the back of
  148.  the title page. If there is no stated publication date, the copyright
  149.  date will be used instead. A dated periodical is considered to have
  150.  been published on the cover date, regardless of when it was placed
  151.  on sale or copyrighted.  Serialized stories or dramatic presentations
  152.  are eligible in the year in which the last installment appears.
  153.  A work originally appearing in a language other than English is
  154.  eligible both in the year of its original appearance and in the year
  155.  in which it first appears in English translation.

  157.  Exclusions:  The ConFrancisco Committee has irrevocably delegated all
  158.  Hugo Administration authority to a subcommittee.  Therefore, only
  159.  David Bratman, Seth Goldberg, and Kevin Standlee are ineligible for
  160.  the 1993 Hugo Awards.  Other rules of eligibility are given with
  161.  the specific categories.
