  23. don't regard staff as *just* the department heads.  The people working for
  24. said department heads last year, count as staff too.

  29. "Quality" is a subjective term.  There are some who are big fans of GoH X,
  30. but don't know GoH Y.  Hence GoH X has more "quality" than GoH Y.  Besides,
  31. 'twas Mr. Green who started counting guests.  I think the score was 14 to 9
  32. or something like that.
