  20. My first guess is that the fish in the unlit tanks can't
  21. see the flakes.  I would put a light over them, and maybe
  22. move a couple of fish from the currently lit tank into the
  23. other two - when the other fish see the newcomers partaking
  24. of flakes, they'll get the idea.
