  24. I did not intend to sweep anything under the rug.  Informal discussion
  25. had begun on sci.crypt o form a new group, and there were a few
  26. suggestions.  a plurality seemed to favor the creation of
  27. sci.crypt.research, (please note, I said "seemed".  I did not take a
  28. poll, and I did not count each and every posting on the matter.  I
  29. looked around for what seemed to be what a large number of people
  30. wanted) and a simailarly large sized group were asking for it to be
  31. moderated.  Since the guidelines for the creation of a new newsgroup
  32. reccomends against conditional votes (i.e. "if the new group passes,
  33. should it be moderated?") in favor of individual questions ("create the
  34. moderated group ...") I phrased the proposal tht way.  Since we are only
  35. at the stage of a request for discussion, and not a call for votes, (and
  36. we won't officially be there until David Lawrence returns from vacation)
  37. if changes need to be made, such as not having the group moderated, or
  38. caling it sci.crypt.theory, or sci.crypt science, or sci.crypt.kibo, we
  39. can change it before it comes to a vote.  If nothing was posted to start
  40. the discussion, we'd still be going in circles back on sci.crypt (and
  41. contributing to the low signal-to-noise ratio that we've all been
  42. complaining about).
