  12.   This is a formal Request For Discussion regarding the establishment of
  13.   a newsgroup to discuss scientific and technical aspects of
  14.   cryptography. The discussion has already begun in several newsgroups, 
  15.   this is an attempt to formalize the discussion and begin the procedure
  16.   for the creation of a new group.
  17.  
  18.   This announcement is cross-posted to newsgroups whose readers may have
  19.   interest in the discussion about the new group. Follow-up discussion
  20.   will take place in "news.groups". Comments may be emailed to me at

  33. RATIONALE
  34.  
  35.   I believe that a new group is needed simply because sci.crypt is so
  36.   high-volume, and has such a low signal-to-noise ratio, that it is
  37.   essentially impossible to use it for professional discussion about
  38.   cryptography.  I don't think that sci.crypt should be removed, but
  39.   instead that a new group, which will coexist with sci.crypt, is
  40.   necessary.

  42.   The idea of a moderated group has been floating around for a while,
  43.   and it appears that there is sufficient support for it.

  45.   However, in the interests of naming consistency, we should probably keep
  46.   sci.crypt for the hobbyists and create a new group called
  47.   sci.crypt.research for serious researchers.

  49.   Such a partitioning strategy has worked previously with sci.math and
  50.   sci.math.research, so a precedent exists for this type of action.

  52.   The moderation policy should be fairly non-restrictive.  (Postings will
  53.   not be rejected for not meeting academc standards, however redundant and
  54.   off-topic postings will be rejected.)
