- That's not what you said. You said you were voting against groups which
- you expected to be low volume or no traffic volume existed in other groups.
- That's nonsense. In general, it's the groups where there's high existing
- volume that tend to be junk, because they're often proposed as a defensive
- measure by people who *don't* want to read that stuff. Which is a reasonable
- reason to create a group, but by no means the only one.

- newsgroup creation. Under my proposal there would be fewer groups
- created than there are now. But your random votes would still be just
