  23. The only "charter" most people will ever see is the newsgroup name,
  24. which is one reason it is important to choose a good one.  Some of
  25. them will see the one-line description from the "newsgroups" file;
  26. very few will ever see the charter from the CFV.  It's too bad that
  27. newsreaders don't display the charter the first time you open a
  28. newsgroup.
