  126. This article covers the seven USENET hierarchies of comp, misc, news,
  127. rec, sci, soc and talk.     It does not include INET groups.

  129. The STAT column indicates the moderated status of the group using
  130. the active file flags of B News, C News and INN.  "y" is unmoderated,
  131. "m" is moderated.
  132.  
  133. The VOTE column is the YES:NO ratio announced in the RESULT article
  134. posted here and to the groups in which the Call for Votes was posted.
  135.  
  136. The DATE column is in MMDD (Month Day) notation.
  137.  
  138. The INFO CONTACT is the address of the person who handled the
  139. proposal.
  140.  
  141. Groups stay in these lists for one month past their change in status.
  142. The descriptions are arranged chronologically rather than
  143. alphabetically to make maintenance easier for me.
  144.  
  145. Full charters for USENET groups are included in the group creation
  146. messages which are sent by the moderator of news.announce.newgroups.
  147.  
  148. Control messages are scheduled for Monday through Thursday mornings to
  149. help smooth the startup of a newsgroup among the many sites that no
  150. longer do automatic newgroups and whose administrators don't get to
  151. them manually over the weekend.
  152.  
  153. Groups which have <unknown> for a moderator's address will have the
  154. correct address listed in the group creation messages.    Full addresses
  155. are included in the group creation messages and in Gene Spafford's
  156. List of Moderators.
