- New Delhi - Dec 21: Lok Sabha, the all powerful lower house of Indian
- parliament, overwhelmingly defeated a BJP sponsored no-trust motion on
- Monday after Prime Minister Narasimha Rao suggested a review of the
- center's power to dismiss a state government and announced a relief
- package for post-demolition violence victims.
- The no-confidence motion against the Rao government, put to
- vote after a four-day acrimonious debate, was defeated by 334
- against, 106 in favour with 47 members from the National Front
- abstaining.
- Rao came down heavily on the BJP that had blessed the
- destruction of the 464-year old Babri mosque in Ayodhya, a
- predominantly Hindu temple town, on December six and said it was
- pre-planned, a great tragedy and an act of betrayal and vandalism.
- Interviewing in the debate, he proposed a review of Article
- 356 of the constitution that empowers the President and thereby the
- government in New Delhi to dismiss an elected government.
- "For the first time in history Article 356 has been put to
- test. It has not been able to stand to the test. There is a lacuna in
- it. It has to be made good," he said.
- Four BJP ruled stated were put under central rule since
- December Six. While the BJP government of Uttar Pradesh resigned,
- three governments, elected in 1991, were dismissed under the article.
- Replying to the debate, BJP stalwart Atal Bihari Vajpayee
- assailed the federal government for banning the RSS, and four other
- set ups and also for the dismissals of the three governments and
- challenged Narsimha Rao to go in for a midterm poll.
- Charging the Cong(I) with indulging in politics of vote banks,
- Vajpayee cautioned the ruling party not to fight 'Ram' while taking up
- cudgels against the BJP.
- He regretted that those who have demolished the disputed
- structure had also razed to the ground a place of worship which was
- "more a temple than a mosque."
- The Prime Minister in his 45 minute address said a fund would
- be set up to rebuild places of worship damaged in disturbances in
- different parts of the country in the Ayodhya aftermath.
- On the question of reconstructing the Babri mosque, he said
- the center would submit its views to the Supreme Court within the time
- frame.
- Rao suggested a national debate on the role of non-secular
- parties and whether a political party can be allowed to use religious
- issues at its main poll plank.
- Two former Prime Ministers, Chandra Shekhar and V.P. Singh
- besides a galaxy of seasoned parliamentarians from various political
- parties briefly intervened the Prime Minister with pointed queries.
- The Janata Dal, Left parties combine later said the defeat of
- BJP-sponsored motion in the Lok Sabha was a testimony that the
- 'isolation of the party is complete'.
- CPI(M) general secretary Harikishen Singh Surjeet said the
- communal stance taken by the BJP-RSS combine on the Ayodhya issue had
- isolated them from national politics and cautioned Rao that this
- should not be interpreted as a victory for the government.
- Janata Dal spokesman Hari Kishore Singh said the motion was
- boud to be defeated due to the communal stance taken by the BJP and
- "this reflects its complete isolation from mainstream of national
- politics."

- New Delhi - Dec 21: The Rajya Sabha Monday night adopted by voice vote
- approved the imposition of direct presidents rule in U.P, M.P,
- Rajasthan and Himachal Pradesh where BJP governments were dismissed.
- The statuatary resolutions were adopted amidst a protest
- walkout by BJP members after Home Minister S.B Chavan completed his
- reply on a discussion on his statement on events that followed the
- demolition of the disputed structure in Adyodhya.
- Chavan was repeatedly heckled by the agitated BJP members when
- he said some Chief Minister in these states had welcomed the Kar
- Sevaks at the railway stations when they returned from Ayodhya.
- While the BJP members led by Sikander Bhakt and supported by
- Janata Dal(S) member Yashwant Singh wanted the Home Minister to name
- the Chief Minister, Chavan said he could not disclose the names on the
- floor but was willing to share the documentary evidence with the
- leader of the opposition.

- * 16 listed Khalistani militants surrender in Punjab

- Batala - Dec 21: Sixteen listed Khalistani militants laid down arms to
- the Police here on Monday, the SSO, Batala Police District
- C.S.Reddy told newsmen here.
- Those who lad down arms included, Jagdev Singh, Ajit Singh,
- Gurdev Singh, Dilbagh Singh alias Bagga, Balwinder Singh, Karnail
- Singh, Malkiat Singh, Mukham Singh, Sikhde Singh, Kulwant Singh,
- Ajmer Singh, Ajit Singh and Juzat Singh - Reddy said.
- Reddy said that with this, 60 militants operating in the
- police district had surrendered so far.

- constable were among eight persons killed in Punjab since Sunday
- night.

- including a self-styled "Platoon commander" of a militant outfit were
- nabbed in Kashmir valley since Sunday night.
- Troops of security forces killed one person after their

- Explorations carried out the geological survey of India and the
- mineral exploration in Singhbhum district in eastern state of Bihar
- have established a possible reserve of 7.74 tonnes of gold ore,
