- Texs started Individual Transition Plan (ITP) a few years ago. This process
- is very useful to all. The ITP is just a formal method to what people were
- doing for students. ITP is useful for not just the student but also
- program development. My concern is not with the student/parent but the
- participation of the other agencies.

- The other agencies are not responsible for anything. I don't like writing
- into an IEP action of another agency that will not be held to provide the
- service and the poor district is left with the financial responsibility to
- pay for another agency's program. IDEA has no hold on the other agencies
- just schools.

- Texas schools are like all the other schools where we are the one
- responsible for the activites of all other agencies. Schools can't be the
- only provides to disabled students.
