  17. NDETC agreed on a consulting Contract for directorship duties
  18.  
  19. A special meeting was held by the ND Educational Telecommunications Council
  20. (NDETC) via a telephone conference on Tuesday, December 22nd.  The purpose
  21. was to act on a December 18th recommendation made by a special committee
  22. appointed by NDETC chairman Robert Scrivner at the December 3rd meeting in
  23. Bismarck.  This recommendation was to enter into a six month consulting
  24. agreement with Ron Stammen to accomplish directorship duties needing
  25. attention as recommended by the Advisory Committee.

  27. The NDETC approved a motion to enter into a contract with Tri-College
  28. University, an independent consortium, for a consultant arrangement
  29. starting immediately and concluding in June.  This agreement included the
  30. provision that this consultant is directly responsible to the NDETC
  31. negating any university oversight or jurisdiction.  The duties outlined in
  32. the agreement encompass the following which can be changed upon consent of
  33. the NDETC and the Consultant:
  34.  
  35. 1.    Take administrative action to provide direction and coordination of the
  36. council's activities.  Promote the establishment of a functional
  37. telecommunication infrastructure to meet the needs of education, business,
  38. health agencies, and government by assisting school districts in
  39. establishing educational telecommunication networks.  This includes
  40. facilitation of statewide telecommunication planning activities in order to
  41. update the statewide telecommunication plan.

  43. 2.    Dissemination of information to help increase the public's awareness of
  44. the purposes and activities of the council including public appearances or
  45. arrange for others to make public appearances on behalf of the council.
  46.  
  47. 3.    Coordinate statewide staff development activities (in-service) regarding
  48. endeavors which use technologies to enhance teaching and learning in the
  49. classroom and over the interactive television/video networks.
  50.  
  51. 4.    Establishing a statewide system for grant writing to acquire outside
  52. funds to enhance research and development which are in accord with the
  53. ensuing statewide strategic planning activities.
  54.  
  55. 5    Develop a strategy for continuing financial support to establish a
  56. comprehensive statewide telecommunication network.  This would involve a
  57. coordinated effort to not only pursue funding from various state agencies
  58. that are seeking financial assistance for telecommunications, but provide a
  59. clearing house to minimize duplicated or counterproductive efforts.

  63. The NDETC council changed the meeting date scheduled for January 27th. 
  64. This meeting will be held on Wednesday, February 3rd, 10:00 a.m.  Details
  65. are being worked out to have it at either the Kelly or Doublewood in
  66. Bismarck.  Among the agenda items are policy development, library services,
  67. and satellite dish funding.
