- I think there's an important, wider issue here. The entire
- history of the Internet revolves around a kind of relaxed
- attitude toward appropriate use policies. Informality is a
- key component of the development of changing standards and
- protocols underlying the growth of these networks. The
- whole enterprise has relied on a collegial, cooperative
- approach.

- While not wishing to discount anyone's legitimate concerns,
- it seems to me that attempts to police every aspect of the
- ways the net is used end up being counterproductive,
- restricting rather than enhancing our opportunities. I
- would claim that the primary reason for the existence of the
- networks is inseparable from the idea of enhanced access to
- information that is pertinent to our manifold interests.

- To be sure, there are matters of degree to be considered,
- very real investments of capital and energy are involved,
- and people will get very bent out of shape if there are wild
- excesses in any of a number of dimensions.
