  20. Wait....the entire reason that the FTC is doing this is to make it easier
  21. for other companies to develop for MS Windows.  If the FTC action 
  22. accomplishes what it is supposed to, then everybody will feel more comfortable
  23. developing for MS Windows and therefore any competing operating system
  24. will be that much more disadvantaged.
