  19. Sorry, I couldn't catch the point of your question. Would you,
  20. please, say, if you are interested in the economy and business
  21. administration of higher education ? Because in accordance with
  22. the present law the government doesn't have any possibility to
  23. "regulate" the area of higher education as by controlling how
  24. the university management is dealing with the state subsidies.
