- A SPECIAL Senate committee is expected to recommend an amendment to
- the controversial Internal Peace-keeping Director Act instead of
- scrapping it altogether as agreed upon by the Lower House.

- The committee scrutinising the bill seeking to scrap the act failed
- yesterday to reach a unanimous decision on what to do with the draft.

- The bill had been approved by the Lower House after the Suchinda
- Kraprayoon government invoked the act to bring military force to bear
- during the May crackdown on democracy protesters.

- Committee spokesman Wichai Thosuwanchinda said some members of the
- committee supported abolition of the act based on the people's will
- after the May incident.

- But other members felt the law should be maintained because it was
- useful for the Government in times when the use of military force was
- essential to restoring internal peace.

- A third group wanted the law retained but with amendments which would
- require the prime minister to consult his Cabinet before appointing an
- internal peace keeping director authorising the use of military force
- to quell riots, said Mr Wichai.

- The failure to reach a united stand resulted in the committee asking
- the members to study the pros and cons of the three options so they
- could then reach a final decision.

- Mr Wichai said he personally felt the committee would opt to propose
- the amendment of the law rather than scrap it altogether.
