  21. I would suggest Rep. Barney Frank (D-Mass.), but I haven't thought out which
  22. department he should head.  His district is safe enough for a Democrat, but his
  23. minor scandal over consorting with a male prositute (before he came out) might
  24. damage his chances for confirmation.  Also, Clinton may want to keep his wit in
  25. Congress, where it isn't as potentially damaging.
