  16.         I believe the French are also the reason some people refer to "upper"
  17. and "lower" houses of the legislature.  Their different sectors (landed nobles,
  18. appointed people, etc.) were actually seated in areas of differing height
  19. within the same building.

  21.         And another thing, the "fourth estate" also harkens back to French
  22. political processes.
