- Because it is a DOS issue!

- To copy a file, all a program has to do is open the file for reading, it
- then reads until the end of the file, and writes the file out to a new
- destination.

- As long as a user has read access to a file, then a COPY is possible. How
- can NetWare distinguish whether the read access is copying the file or a
- legitimate read by an application?

- They tried a trick with the "Execute-only" attribute, which would only
- allow reading a file as part of the DOS execute program API...but that
- causes problems with any program that uses overlays...like any Windows
- application.

- It's a DOS limitation...so aside from deleting all copy utilities off of
- your network, and patching COMMAND.COM to get rid of the COPY command,
- there's nothing that can be done to prevent a copy.
